DW and I are both ECV owner/users. Sometimes we can do minimal walking, but most of the time I ride. I had a stroke last year and my knees never came back.
Can I ride my ECV to the buffets, or will I have problems in ANY restaurant?

I would suggest actually calling to make your reservations (409) WDW-DINE. I am sure the Disney representatives can help you if you explain to them your situation.
First of all, so sorry to hear bout your stroke and knees, hang in there.
as far as the dining, I think it depends on the buffet. I know when my buddy broke his leg, they had a castmember from each resturant who was more than happy to go w/ you through the buffett and he pointed out what he wanted and the cast member loaded him up!
