New Building Planned for at Disney's Caribbean Beach; Demolition Underway On New Site

Large sections of Disney's Caribbean Beach resort have permanently closed as construction expands across the area.
As part of a larger project, the entire Barbados Village section of the resort has been razed including the foliage and landscaping. Several of the buildings (but not the full section) of the Martinique Village section are in-process of similar demolition.
This razed area corresponds with the construction project to add a new multi-story building revealed in permits earlier this year.
Despite this massive and very noticeable change, the resort has only officially announced the much smaller construction for shopping and dining changes coming to the Old Port Royale area of the resort.

The Walt Disney World resort has announced part of the expansion shown in the plans below.
The announcement has confirmed that the new buildings shown in the Old Port Royale area will be part of an expansion and new offerings:

9/20/16 Rumours of the Disney Vacation Club coming to Disney's Caribbean Beach Resort are beginning to gain some support. Guests and Casts recently spotted construction height test balloons being used at the resort near the existing Barbados Village section.
Plans appear to have moved forward with the filing of permits on January 17, 2017 with the South Florida Water Management District:

The location in the construction permit and the height balloon test both indicate the main addition of the construction to be in the current Barbados Village section.
With these developments, rumours of a Disney Vacation Cub expansion persist, however; these developments could also indicate a non-time share expansion to the resort.

It just seems a bit strange, to me, that this construction permit is for an area that already has buildings / rooms / amenities for guests. There is a large unused area just to the west of the marked area that would be usable.
Is Caribbean Beach that underutilized that they could/would/should remove currently available lodging?

So, I think we talked about this on a podcast a while back and it definitely is on the rumor list. It does seem to break the mold though as far as it being a moderate resort. Would the buy in be less and the point cost be less to stay there? How exactly would it fit? Inquiring minds want to know.
And if it was less, wouldn't people like me looking to stretch their points want to utilize staying there?
Seems a little odd. Even if you put luxury rooms at a moderate resort - the amenities otherwise wouldn't match that of the other DVC properties.

I totally agree that it would break the current DVC mold. It would be a great option if you were a bit short on points from splurging elsewhere, but it also opens DVC to a whole new level of value (or moderate not to confuse terms) minded consumers. Likewise it would open the door for DVC locations. I could see them converting POFQ to all DVC as an option if they go this route.

So we are staying at CBR in Feb, and we got a notice that there was going to be construction on new amenity / dining areas being built. I'll look for the email and see exactly how they phrased it....

I think a sky way is unnecessary, they could easily (and much more economically) create a pedestrian walkway that links CBR to Pop. For those with mobility needs (or just when it gets too hot to walk!) they could make a moving walkway (People Mover, lol) like in airports. They have them in Vegas and Venice, it could be done.

But then they can't justify price increases at those resorts.
Seriously, though, if they want to make DVC at the CBR, there needs to be an incentive to buy points there since it's not a "Deluxe resort" like the other DVCs.
