If true, that would be the typical timeframe for releasing free dining for the second half of August thru September.

Maybe I am tired, but I want to see if what you are saying is making sense to me. Sometime in April they may release a schedule of free dining for August and September?

That is the typical timing. Yes, I know that it is already well within the 180 day ADR window, but that has been the case in the past.
I could very well be wrong and this would be more for the November/December time frame, which WOULD be 180 days out +/- a few.
BUT, as Camaro305 stated, this is only RUMOR at this point.

Question we just got the DV. Do they send out emails or anything to let you know what specials or discounts are available? So for instance, will I wake up that morning with an email saying I can get free dining from a particular set of dates? Or does it come with a bill. How do you know as a DV what is even available?

You will usually get an e-mail, but I have been a member since Day 1 and have never received an email releasing discounts the day the specials start. I always see the announcements on here before I get an email.
That is why I always utilize Magical Journeys - they always know the moment a new discount is available and usually get it for me before I know it has been released.
Magical Journeys will, as a courtesy to our members here on INTERCOT, post a stickey when the Disney Visa (and A/P & General Public) discounts are released.

Like Carol, I've always gotten my info from MJ well before Disney Visa notifies me (if they notify me at all.)

If you go online to see your bill, pay your bill, etc there is a tab you can click on that lists current perks and it would be listed there as well
