How do I get a Pin Code?
How do people receive these discounts opportunities?

There isn't any proven method for receiving them. The consensus seems to be that you basically register for as much Disney stuff that you can and click the "I want promotions" box.
If you register on the Disney website, or Disney Movie Club or Disney Movie Reward, Disney Visa or go online and request materials from Disney, DVC, Disney Cruiseline, Adventures by Disney, etc., that any of these things may increase your chances of getting a PIN code.
I've gotten the same one 2 or 3 times in the last month, the "times running out (rabbit from Alice in Wonderland on the mailer)" and was for the Spring special. Often times we get it repeated, once as a hard mailer and then as an email PIN code.
If anyone were to tell you "here's exactly how you get a pin code" I'd be suspect.
You are probably aware, but if not, PIN codes cannot be shared, they can only be redeemed by the individual whose name appears on the offer.

No-one knows but Disney. Folks have reported success by signing up on the Disney website and also by ordering the DVD. I know I've gotten pin codes sent to me in the name of others who have been our guests at Disney World. A couple of months ago, my brother and his family were our guests in a 2-bedroom DVC. Shortly after I made the reservations (which, of course, included the names of my brother's family), I began receiving e-mail PIN code offers to my e-mail address but targeted to them.

First, make sure you are registered with Disney and the second, wait.
PINs are marketing tools nothing more. They are used to increase sales among targeted groups. Marketing sets criteria for who they want to attract with a specific promotion and people who meet those criteria get a PIN, otherwise no PIN. What the criteria for a particular promotion are is known only to Disney marketing so there is really nothing you can do to increase your odds.

We have registered for everything but as AP holders are eligible for other discounts and have never received a PIN code. I assume Disney has us in a category that excludes PINs. My mom traveled with us once (just bought 4 day tickets) and about a month later got a PIN code mailed to our address. But it was inside a non-descript letter that I almost threw out before opening.
I have read elsewhere that some folks call Disney reservations and ask if there is a PIN associated with their name. Two days ago someone reported that they had been calling and asking daily (!) and were finally told that yes, they had a PIN for free dining. Just hearsay, but I thought it was interesting and it certainly couldn't hurt to ask if you're looking to book anyway.
If you don't need Magical Express or the dining plan you could also look into Swan and Dolphin discounts. They usually have some special or another. That's where we go when all else fails - we got a good rate even for early April, which was excluded from AP discounts.

Pin Code
I have never had 1 emailed but did call and ask if there was one with my name and was told there was. Thankfully it was free dining during my time frame. hope there is one for Late nov early dec

Nope not luck. Just not who they are marketing to. It's not a lottery. There is always reasons to marketing there just not always obvious.

It's been a while since we've received anything and now we've received 3 in the last 3 months. It's a bonus if you get one and can use it. I would work around the offered discounts rather than hoping for a pin code.
