I don't think anything was ever definite on that. More of a Jim Hill rumor than anything else.
But with the popularity of Soarin' I would imagine that any plans to refurb a lot in Epcot aren't necessary. There have been little things as well, like removing the wand that have helped spruce things up.

Actually this was a plan Disney had in mind not just a Jim Hill creation. Disney even trademarked attraction names and bought up domain names for some of the attractions they were planning. I don't remember all the exact details but Tome Racers was one that stands out for the SSE replacement. Project Gemeni was scrapped when they realized they could not change the ride system in SSE which then lead to a cutback of the project. Another big problem was sponsorship of the new attractions and refurbs. As stated some elements are present in the park today and we might see others in the future.

What exactly was Horizons? I never remember seeing it.
Horizons was the best ride ever, ever....ever.
It was a dark ride filled with audio-animatronics. You rode through a sort of history of different vision of the future. Then you rode through impressive current "EPCOTesque" scenes of the future. These included orbiting cities, a desert based farm ( and you could smell the oranges....ahhhhh) and an underwater city. Towards the end of the ride you were offered a choice to go on a personal journey through one of those three scenarios, by pushing one of the icons on a lighted panel in your ride vehicle. When you made your choice your vehicle was wrapped in a screen and a 1st person style ride through either space, the desert or the sea was shown. It was awesome.
Originally it was sponsored by GE and the tagline was "If we can dream it, we can do it."
It was dismantled and demolished around 2000 and Mission Space took it's place.
I am a heart-broken purist, and so I refuse to ride MS out of respect for Horizons. *sniff*
The biggest refurb they need to do now is the WoL pavillion
