Dining may be added to packages only.
Dining cannot be added to room only reservations.
Tickets may be added to room only reservations as Key to the World tickets. They are added to your room key.

I_am_ts is 100% correct.
The Disney Dining Plan is not available for purchase as an a la carte item ... it may only be booked as part of a package.
Tickets can still be reserved/bought as part of a room-only reservation. I know, I know, it makes no sense that you can buy park tickets along with your room-only reservation, which seems to make it a package, but it's not a package, it's a room-only reservation plus tickets.
Regardless of any of this, you can buy park tickets whenever you please.
But you can't add the DDP at the last minute. If you have a room-only reservation and ou arrive at the front desk to check-in, if you wish to convert it to a package so you can buy the DDP they will NOT allow you to do that. The deadline for buying the DDP is something like 4 or 6 days in advance. And they are VERY strict about it.

Also, you would not be able to combine a discounted room with a package which includes dining and tickets. AAA does sell Disney packages which includes the dining plan and tickets at a discounted price but this is not the same as a AAA room only discount price. Hope this answer doesn't muddy the waters for you!
