Its a good news - bad news situation.

We were there last week and while we didn't have a FP for the ride, on that particular morning we did it right away when it was essentially walk on (10 minutes or less). At that point in the morning they had most of the queue line blocked off so that people weren't going thru unnecessarily long corridors to get to the ride, so because we had no wait, we bypassed the new queue. If you get to see the new queue the bad news is, you're probably waiting longer than necessary.

I'm not 100% certain, but I think if you FP this ride you would bypass the new queue.
