If Disney were to have a promotion for october when do you feel they would announce it? Is it usually at the beginning of the month or a specific day?

One never knows when Disney will announce a discount. Keep an eye on the Accommodations forum - that's where discounts are posted as they are announced.

You could also book with Magical Journeys - they will continue to monitor discounts as they are announced and would apply any discounts for which you qualify to your reservation automatically.
