"We Didn't Start the Fire" video - background photos

I just saw the video for "We Didn't Start the Fire," and paid attention to the photos that are shown behind Billy Joel as he sings the chorus each time. I knew most of them, but there's one I can't identify. It's a disturbing picture of someone in some trees, with ropes around his arms.

Does anyone know the origins of this photo? The video is available on you tube if you want to see it.
