Points wolrdwide confused !!!

We are looking to buy into DVC (approx 250 points). We understand what this will buy us within WDW, but are struggling to understand how it works worldwide, e.g if we wanted to vacation in Tokyo. What hotels are their to choose from, how many points do you need , do you have to pay extra?
I ask this because as the kids get older they will probably want to visit different places, and this sort of flexibility seems good to us.
I hope someone can clear this up for me.

Points used outside of DVC can really change. I think currently, it's about 160 for a 1 bed room per week through RCI. Next year this could change to 170, or 190, of 400, or whatever Disney/RCI wants.

There's also I think a $95 fee for the ressie.
