I would guess all of your questions would be of a personal opinion and since you asked I will give you mine.
I have gone most of the time in late August and early September. The temps are not to bad upper 80's to lower 90's. In the recent past they have offered the dining plan free, which I think is the only way to go. Again thats my opinion.
You will probably still pay the standard rate for a room but with the lower crowds is great. I went the week of Labor day this year and we walked on most of the rides with little or no wait.
I will never do Mid summer June, July, or early August again unless someone else pays the way
The only down side to late August or early September is the hurricane season.

You're from the Northeast as I am... we like to travel to someplace warmer once the temperatures drop. We've cruised mid-November (two years ago we were on the ship this week ) and this year we went President's Week. The weather isn't quite as warm as it is other months, but compared to home, it's quite nice. And hurricane season is generally over by early November, which is a plus.

Best rates usually coincide with the most iffy weather. You can usually find good deals between September and early November because of the hurricane threats and kids being back in school.
We've cruised in mid-May, which was really nice and also in January right after the holidays. Both cruises were fairly inexpensive (at least in comparison to holidays and summer vacation). The cruise in January was maybe half full and although it was a little chilly in the water, it was still very comfortable.
