My wife and I went to Typhoon Lagoon in April and the only area that I saw public snorkeling in was the Shark reef area. That was free with admission. I'm not sure if there are areas in Blizzard Beach that you can snorkel in.

well if you are talking about snorkeling at TL, the cost is included with your admission...like water slides are. You get up close with sting rays and sharks (leopard, nurse and bonnethead).You must shower before you go in and the water is very cold! I think you have to be 10 or older.
The Epcot Seas Aqua tour however, is $100 and you are given equipment to borrow (except for a bathing suit). You have to be 8 yr. old and older and starts at 12:30. It lasts 2.5 hours and 30 mins of that is when you are actually in the water. You see shraks, turtles, rays and tropical fish.
Disney's Dophoins on Depth is also a tour and its $150 and includes wet suits (bring your own bathing suit). You must be 13 yr or older and starts at 9:45 am and lasts 3 hours but you are actually in the water for 30 mins (waist down).
Dive Quest at the Living Seas in Epcot is $140 and you must be 10 yrs or older to go in (15 yr to go w/o parent). Its 3 hours with a 30 min diving session with everything from sharks to sting rays to turtles, and tropical fish. Its at 4:30 and 5:30 pm
