I think they sell them in packs at the pin stands... I believe I saw them at the pin stand in Tomorrowland, Dino-rama at AK, and the big one at DTD. Oh, and the one under the Sorcerer Hat at DHS. They're in little plastic bags.

If you can't get to WDW (where they are available at many stands that sell pins), you can get them on ebay. I bought several little bags of pin backs on ebay recently.
P.S. They were the black rubber Mickey shaped backs.
I know you can easily replace the rubber Mickey pin backs by calling Walt Disney World® Merchandise Guest Services at 407-363-6200 or emai [email protected]. I have switched to the locking pinbacks. They cost about $8 for 10, plus shipping. I work in kindergarten and the kids are always looking at my pins. Haven't lost one yet.
