Free Dining question

I'm booking our September trip on Friday. I'm going to book the DDP with hopes of the free dining.

Should they not do the free dining this year, wil I be able to cancel the dining plan completely?

Yes, you can cancel the Disney Dining Plan before your trip, but I believe there are penalties if you change a package within 45 days of the day you arrive.
