My guess is they bothered to make the announcement as part of the overall marketing campaign for the new land.

Relatively speaking the percentage of Disney guest that go to the parks a lot and read fan pages like intercot is pretty small. So a large portion, if not the majority of guest that are planning a trip in the next year or so likely have no idea that you could already meet Buzz and Woody.
