Great question! I've been pondering this myself. I'd say go right for Toy Story and get fastpasses, then get in line. After that, I guess Star Tours, assuming the little ones meet the height requirement. I'm guessing they are too little for RnR and ToT, so after you've exhausted Toy Story/Star Tours, just take things as they come. Good luck!!!
