I met Maleficient on a normal day in Sept, yes. We were waiting to see which characters came out in the afternoon and she just walked out from backstage.

I met Frollo the same time I met Herc, Meg & Phil it was in April....it was a preparade meet by the turnstiles in HS....I only saw this happen once though.....

Your best bet, if you want to meet characters is to go at BUSY times of the year....especially Christmas & Easter...this is when we met most of our "rarities" as they bring out lots of greets during these heavy times.

In front of the train station on the turnstile side at MK (in front of the flowers)......I am not sure if they do greets there in the afternoon anymore

No. And even when the other characters come out (if a show is canceled, that is only when they come out), she doesn't come out with them.

I was working on day last month and was looking through a child's autograph book, and noticed Maleficent's signature there. The kid explained that she had caught her out at Toontown Teardrop...but that is DEFINATELY a rare rare raaaaaaaare thing to occur, I know.

Your best bet is definatelly Halloween for villians. I think the Tremaines are the only face villians who are out daily.

Last Sept we saw some at the hat. MNSSHP is the best time. Especially Maleficent!

I really hope we can make it to the Hat for the evening greet this time! It seems like a great place to find the villains.

I think the Hat ones are great. On 2 different ocassions, here is who I saw:
1) Jafar, Snow Queen, Sheriff, and Gov. Ratcliffe

2) Snow Queen, Jafar, Sheriff, and Prince John

Like Mushugrl said earlier, we've met several villains in past years in the meet/ greet area near where you meet Mickey. I'm not sure if they're still appearing there. We've only seen Maleficent in shows.

Yes, the ones that are back there are usually the ones going through Training. Toontown is the main location for that.

Maleficent - Only at MNSSHP
Hades - Very, very impossible to find
Queen of Hearts - Sometimes at MK and DHS, always at MNSSHP
Snow Queen - Used to be at DHS but recently stopped
Jafar - Sometimes appears at DHS and Epcot
Ratcliff - Last I saw him was at DHS
Captain Hook - Regularly appears besides POTC ride
Frollo - Mostly only at MNSSHP, rarely spotted at France.

Occassionally, these guys will appear outside of their normal times if it's a special meet.

I'm sorry, but there is just no physical way she could come out (same reason Hook and Smee don't come out either). I wish she could, but unfortunately she doesn't (at least not after Dream Along).
