smilies in signatures?

I would love to place smilies in my signature. However, I don't have the option of doing so when I edit my signature. A quick glance at the signature rules at the bottom of the page said "Smilies are off", and it appears I don't have the authority to change that?

I don't know if it's because I'm a newbie to the site, or if no one can... any help?
