Can you change the name Or Edit the name of a thread after it is posted?

Also how do make something a sticky? Does that have to come from a moderator??

I have a thread under mousellaneous that I started that I wanted to possibly edit the title and see if it could be made a sticky so it will be easier for people to find.

To prevent forums from being cluttered at the top, sticking threads is very limited.
