Not accepting applications for CLs

There's an announcement on the front page about CLs:

Currently WE ARE NOT accepting applications for Community Leaders.

Any new Community Leaders you see in VMK are taken from a pool of applications that came in before we stopped accepting applications.

Guess with the new leaders popping up they started getting a bunch of requests again. :P

How would they get room for new leaders? Do they accept new leaders when old ones don't want to be one anymore?

When old community leaders get banned or resign, they take new leaders from their stand-by list.
