Just checked the uk website for disney offers and found out that the value resorts are not included in the free dining this year. The moderate resorts are for the counter service plan and the deluxe/villa accommodations will have the TS plan.
I would assume the same would apply for the u.s.
Do you know the start and end dates?
The information I heard states that all free dining in the US might end up being just the CS plan with the option to upgrade to the standard or deluxe plan. However I think the leveled plan makes some sense and fits Disney's pay more for less mentality although I think it will lose alot of it's popularity.
I suppose that the offer for the general public will be tweaked based on how fast the available rooms for the UK and Canadian offers are booked.
I'm glad that I used the bounceback offer of last September and booked 3 weeks of TS free dining with an ASMu Family Suite next September!
