How is dinning now at Disney since COVID? Is every restaurant pre order or are we able to sit and have waitstaff assist?

For sit-down, table service restaurants, there are still servers. Some of them have menus on QR codes you can scan at the table and others have paper menus, but the servers will still bring food and drink as usual.

Most quick service locations have mobile pre-order. If you don't have a smart phone, or are having issues, there are still cast members there to help and take your order. Once the food is ready, you'll pick it up at the counter and take it to a table.

Especially at the resorts, not all locations have mobile order, so there are more cast members there to help.
