Are the 3 All Stars connected by a path, or is it better to catch a bus if we want to go to another pool?

Is there a path from Pop Century to one of the All Stars?

The All Stars are really just one huge resort divided up by parking lots. There is no path between the Pop Century and the All Stars, because they are no where near each other. The Pop Century is connected by a bridge to the Art of Animation Resort.

If you're staying at Pop Century, you wouldn't be able to use the pools at the All Stars (or vice versa).
