The last time we were in WDW was in 2014. At that time the only person who's band could be scanned when a picture was taken was the person in the party who purchased Memory Maker. Is that still the case?

As long as everyone in your party is linked thru MDE, anyone's band can be scanned. Make sure if you do the Jedi Training Experience that you collect the card from the Photopass photographer - they get some really good pics. Same with Enchanted Tales with Belle at MK.
