Dining Plan and annual pass

Can you purchase the dining plan and hotel and not park tickets? We are planning on going to Disney twice in the next year thought annual pass might be cheaper, but still need hotel and dining.

AP holders can purchase the DDP without a package.

You would have to have your AP and then call.
