I know Disney cut back on the boat rentals. We used to love renting one at POR. Do any of the resorts still have them?

Bah to change!

Disney did not cut back, it was the decision of the third party operator that decided it couldn't afford to operate at POR any longer.

However, they are still available at the deluxe resorts.
