Elsa and Anna are not at character dining (they are only at Fairytale Hall at MK)

Although there has been some talk/rumour/speculation that Elsa & Anna may appear there once the Frozen ride opens in Norway, nothing has actually been confirmed, and the princesses at breakfast are the same as always.
