Can you still go back up to the observation deck to see wishes if you have dined earlier that evening?

It's been 7 years and that's the way it was back then... just want to make sure I don't need a FastPass+ to do that (sarcasm intended)

I have a 7:45 ressie in June. I would think it'll be close to 10:00pm before we finish but I don't want to tie up a table.

I believe so, but can't be positive since I haven't been back yet after their refurb. They have always been very accommodating, though, and I can't imagine this policy has changed.

Definitely ask about it when you check in for your dinner seating. I hope someone else has the definitive answer for you before then, though.
