what happened to the interactive talking mickey?

I remember he was in wdw in 2011 for meet and greets but then he left.
Why did he leave?
will they ever bring him back?
What is the story behind this awesome mickey?
It seems like such a cool technology that i dont know why they dont use it all the time.

It was my understanding that what we got in 2011 was a test run. I think what they are trying to do is find a way for the rest of the characters to talk (since the more 'human' characters talk) it looks like they want to test it again but its all still rumor.
