If you are not on the dining plan, can kid's over age 9 order items off the kid's menu at a table service restaurant?

I'm trying to remember I think 12 is the official kids age. But it is flexible. Wife had bariatric and often orders kids menu.

Yes, you can. When not on the DDP even adults can order off the kid's menu.

I order kids meals all the time at counter service places, and I'm way over 9 years old. It's less food, with healthier options for sides. Win, win!

Before I started using DDP, my wife would do that from time to time. But with the DDP, your hand are tied.

Why would they mind you ordering something CHEAPER while on the Dining plan? It seems to me that if I use an adult credit for a kids meal, Disney is actually coming out ahead. I guess the alternative is to order the adults portion and leave lots of it behind, which seems wasteful.

Most likely has to do with gratuity? If adults order kids meals (which are cheaper), the total bill is less, meaning a smaller tip (especially if the group is 6 or more and they'd be getting 18% automatically). Servers will NOT be pleased with that scenario. Plus it might be a hassle for them to constantly override the DDP computerized system that docks credits??

My DD (13 at the time) and DS (11 at the time) both ordered from the kids menu a few times on our last trip. We had the free dining plan. The waiters never said a word about it. Have things changed since then?

There is a simple way to get kid's menu meals at CS restaurants when you're using the DDP:
Use you C-A-S-H to pay for the kids meals and save your adult DDP credits for better uses (like EMH hamburgers!).
