If you add waterparks and more as a ticket option...I'm drawing a complete blank. Here's the scenario.

We arrive on a monday around dinnertime. Check in, head to downtown disney, grab dinner...can we go to disneyquest with our waterparks and more ticket, even though we will won't be going to any of the "parks" until Tuesday?

Yes. As soon as you have your ticket you can start using it.

You don't have to activate it at a park, or visit a part first, just start enjoying your trip.

Yes, your Water Park & More admissions are completely independent of Theme Park passes. The only limitation is that each use takes one admission off you WP&M privileges. For instance if you visit Blizzard Beach and Disney Quest on the same day, that takes two admissions off your pass. But you can leave and return to the same water park on the same day without using but one admission.
