Grand Floridian villas?

Where exactly are they building these? Are there for vacation club members? Also, I read somewhere this might disrupt monorail services. Is this true? When do they plan on having these buildings complete?

Monorail services are being disrupted during certain hours just for some of the construction time. They are being built to add Grand Floridian to the options for Disney Vacation Club, and the construction is taking place between the GF and the wedding pavilion. The building will be complete by 2013, I believe.
