I am curious. I had heard, don't remember where, that Disney was in the process of filming a new Soarin' film for Walt Disney World since the California scenes while fantastic were a little limiting for Epcot.

I had heard the new film was going to include scenes from around the world.

However, after I heard that report, I heard nothing else regarding it.

Was I just dreaming this future upgrade or is it still in the works with no date for refurbishment?

This was a rumor that was flying around like crazy, but Disney never announced it so after a while the rumor just ran out of steam. Doesn't mean it won't happen, but take all rumors with many grains of salt until Disney officially announces it and then still take it with a couple of grains as they've been known to cancel or change things after announcing (i.e. Hyperion Wharf and FLE). So, you didn't imagine that rumor, but here was never any substance to it.

That's what I figured.

Then again, a new movie may have been what Disney was considering but why should they spend the money when other things need to be done and this attraction still pulls in oodles of people every day.

Unfortunately, sometimes rumors of attraction upgrades/changes can take YEARS before they see the light of day. A good example here is Star Tours. The upgrade was rumored for more than 10 years before it was officially announced.

The last rumor I had heard for Soarin' was that they were going to do a new film that was Soarin' around the World. While it would be nice to see a new film I do agree with others that I'd rather see them fix and upgrade other areas of EPCOT that need more work.
