Rating Stars?

I just rated a post, but it didn't show. How do you earn star rating for a post? Do you have to have so many votes for it to count? :confused:

Just for fun, I rated this thread. Honestly, we may have it shut off for the general public -- I may need to look into that.

From what I can tell, registered users can rate threads.
