Is it ok to have batteries (like for a child's toy not a camera) in checked luggage on an airplaine?

I have always had them in my backpack that I carry on with no problems.

My DH was on a flight last week and had extras (our camera takes double AA batteries) And they took some away saying he was only allowed two.

You can find the official TSA info on carrying batteries HERE (http://www.tsa.gov/travelers/airtravel/assistant/batteries.shtm).
