Can you stay at Vero Beach without being a Disney Vacation Club member? If so, how can you book?

Yes anyone can rent there. You can either stay in the inn which is traditional hotel rooms or in the DVC villas. Just llok up Disney beach resorts in the search engine. Disney has a website for it and it will quote and you can reserve if you want.
