What time do the phone lines open for ADRs??

When you are making online ressies, do you have to put in a certain time or will it tell you what is available for the date?

It has been a while since I did the online, but the last time I did it you had to list either a specific time or at least breakfast, lunch, or dinner.

My ADR's date is coming soon, and i'm asking myself if the online system is better than calling.
You can start 1 hour earlier with the online system but is it better to wait and actually talk to someone ?
