How does Disney decide when ride should be closed/updated?

Does it have to do with the amount of people going on the ride or the cost to operate it or some other reason/s?

Those are probably some of the factors that go into the decision. Where the ride is and how old it is are probably factors, too. I'm guessing it's a case-by-case basis and there's no set formula.
