That's not a dumb question at all. I wouldn't know either except I've done some research on the DVC units and remember seeing this. It refers to whether a set of rooms can be converted from a single room and 1 BR suite to a 2 BR suite by connecting to the room / suite next door. In a dedicated room, the 2 BR suite is a single set of rooms and does not connect to the room next door. In a lock-off room, the 2 BR suite is created by a opening a locked connecting door between a studio suite and a 1 BR suite.
