...historically include Ft Wilderness? Or just the "hotel" resorts? Is there a set time frame the free dining typically includes? Are the room rates typically the most expensive during this offer?

They only include the Cabins at Ft Wilderness. I know this because we tried to get the free dining with a campsite but they wouldn't let us. So we just switched to AsMu instead. And no, I don't think we had to pay a high rate for the room just because it's free dining.

If you take a look at the historical 'seasons' at WDW, you will find that early-August to early-October is what is referred to as "Value" season - the least expensive time of the year for resort rooms.

There are typically two other "Value" seasons during the calendar year - right after New Years until Valentine's Day and from just after Thanksgiving until mid-December (about a week before Christmas.) These are the lowest attendance times for WDW, and the WDW Resorts.

You'll pay "rack rate", for the room, that is the standard price for that season, without any discounts, to get the free dining. But it is not the most expensive season, as has been pointed out.
