My in-laws have a time-share that will exchange their points for a Disney DVC resort. If they do that are they still eligible for the dining plan and EMH and all the other benefits of staying on property?

Yes to the EMH - as long as they are staying in a WDW resort, they can take advantage of this. They just need to show their room key.

In most, if not all respects,they will be treated as a regular guest of any DVC resort. Nobody at the resort will really know (or care) if they are DVC Members or not.

I'm not sure about the dining plan, although I would assume that they could make use of it - it must be booked in advance, however, and paid for at check in... For the DDP, have them contact whoever they made the exchange through. If they already have ressies, perhaps calling DVC would help (with their reservation number). Sorry I don't know about this one...
