HOTWIRE Car rentals

Has anyone out there had any experience using HOTWIRE to rent a car thru? Somebody told me that they had some decent rates,but you don't know who you rent from until you book. Once you book there are no changes or cancellations or refunds. Just looking to gauge the experience level out there!!!
