Gotta go with Syndroem here he killed off Superheros after all. Gantu is actually a police officer of sorts technically Stitch is the bad guy.

Captain Gantu doesn't come off evil enough... I mean, Syndrome tried to kill Mr. Incredible, then his family, and he kidnapped Jack Jack... How much more evil could you get???

Syndrome is evil bordering on psycho!!! Gantu just does not qualify as a true villain. Power hungry..maybe? Villainous- NO!
