Does anyone know if the Tapeneki restaurant is on the dining plan this year?

If you are talking about the resturant in Japan in Epcot, then yes, it is on the plan. Also according to the 2008 disney dining plan brochure the Toyko Dining resturant is also on the plan!

The Japanese restaurant that used to be called Teppanyaki, is now called Teppan Edo- still is a hibachi style restaurant (big cooking surface at the table, chefs prepare your meal in front of you).
Tokyo Dining has replaced Tempura Kiku and the Matsunoma Lounge. They serve sushi, tempura and grilled entrees.

Both are on the Disney Dining Plan this year.
