I know the parks are absolutely packed the days surrounding New Years- what about the water parks?

I think that would depend on the weather. And most people would probably want to be in the theme parks anyway since that's where all the celebrating goes on.
Also, be sure to check the rehab schedule to see if one of the water parks is undergoing rehab. I know they alternate and close one at a time in the winter for rehabbing but off the top of my head I don't know the schedule.

I was there this past new years and Typhoon Lagoon was closed for refurbishment, I did not go to Blizzard Beach but the weather was unseasonably warm so I would be willing to bet it was busy especially since it was the only park open. We were staying on International Drive and Wet and Wild was definately hopping from the crowds I saw going in and out. I have been to Disney years prior around the same timeframe and it has been much colder though. This past trip temps were in the low 80s for daytime highs.
