Charging meal to room: Fultons and Portobella

I know at certain places you cannot charge the meal to your room (Swan and Dolphin Restaurants), but what about most of the restaurants in downtown disney.... Specifically Portobella club and Fulton's Crab House?

It appears from past Guest reports that at least Fulton's does.
