Anyone know? I wonder if my tall 3 yo will be able to ride?

The height restriction on Splash Mountain is 40". On Disney's website under the Park FAQs you can send an email requesting the height restrictions of all the rides at each park to help you determine ahead of time what your daughter can and cannot ride. Good luck, I remember once my son go through all the checks on a ride and was pulled off by an attendant at Universal at the last minute saying he wasn't tall enough for the ride.
