Is the DDP available for anyone staying on Disney property or do you have to buy a package including tickets?

You have to buy a package including tickets. The only exception is if you are a DVC owner staying at a DVC resort on points. Then you can purchase the Dining Plan seperately, ie: not with a package including tickets. You do, however, still have to purchase it for every member of your party and for the entire length of stay. Hope this helps.

I think you only need to purchase a 1 day base ticket to get the dining. Free dining you must stay a minimum of 3 nights. Not sure if there is a minimum if you purchase the dining plan.
When we go without the free dining we mostly do CS:blush:

From Disney Dining Plan FAQ (http://www.intercot.com/discussion/showthread.php?t=91180)
Q: What is the Disney Dining Plan and how does it work?

A: The Disney Dining Plan is an add-on for the Magic My Way vacation package.

See the Disney Dining Plan (http://www.intercot.com/discussion/../infocentral/dining/diningplan/default.asp) section for details on the Dining Plan eligibility and how it works.
