Florida Resident Pass question

I want to upgrade my Florida Resident seasonal pass to a full annual pass. My question is, will I have to pay the difference on a brand new annual pass or can I pay the renewal difference since I had an annual pass last year?

I believe you'll have to pay the full difference since it sounds like the renewal period on your annual pass has passed.
