I know that the International Showcase doesn't open until 11. When does the International Gateway open? Can we get into Epcot through the Intl Gtwy before 11 am?

The international gateway opens at the same time as the main Epcot gate. Their are cast members directing you to FW and the showcase is roped off.

Yes, you can. The International Gateway opens at the same time as the main gate. Access to WS is roped off at the bridge to France. You will be directed to the left and can explore Great Britain and Canada (nothing's open yet) as you proceed to the FW portion of the park.
